Take advantage of new tax breaks

The majority of this year's tax-law changes provided a boost to retirement savers. For example, starting in 2004, 401(k) participants can contribute up to $13,000 to their retirement nest eggs - an increase of $1,000 compared with 2003.

"With the new laws and regulations in place, people will find that they have more money in their pockets to save, and the government will take a smaller bite out of whatever gains they earn," says Mark Mullin, CEO of Diversified Investment Advisors, an investment-advisory company specializing in retirement plans. "The scenario is perfect for giving their 401(k) accounts a much-needed boost."

And take advantage of the recent tax cuts to sock more money away. By reducing the four highest income-tax brackets to 25 percent, 28 percent, 33 percent, and 35 percent, retroactive to Jan. 1, 2003, Congress effectively gave taxpayers more money. Although the 10 percent and 15 percent brackets remain unchanged, their income limits were expanded.

Long-term capital-gains rates also fell from 20 percent to 15 percent, and to 5 percent for low-income investors in certain situations.

Congress also passed legislation aimed at helping working families. For instance, the dependent-child tax credit for people with children age 17 or younger was raised to $1,000 per child (from $600), subject to income limitations. That's another savings help, and the standard deduction for married couples filing jointly was raised to $9,500.

"These opportunities are great for investors, but they should recognize that the clock is running," says Mr. Mullin. "Contribution incentives and tax-law changes are not going to last forever. In fact, most of them expire within the next five years. So retirement investors should take advantage of all the benefits now."

Get some sleep

Did you sleep well last night? You may have never seriously considered this question. But the mornings are such a struggle to drag yourself from bed as the sound of the alarm clock attacks you like a hammer to the head. March 21 is the World Day of Sleep, which helps remind people of the importance of proper sleep. But many high school students work so hard it is quite difficult to get enough. Ren Wenwen is a Senior 3 from Zibo Experimental High School in Shandong Province. He gets up at 6:20 am and arrives at school for his first class at 6:50 am. It is about 9:20 pm when he comes back home after three evening classes. He usually goes to bed by 11 pm and must fight the temptation to doze throughout his morning classes the next day. "I manage to get nearly eight hours of sleep a day. A lunch nap helps me remain alert over the next eight to nine hours," said Ren. As the college entrance exams approach, students' stress levels are rising. Many try to function on much less than eight hours of sleep. "Students that board in my school get up at 5:30 am to do morning reading. They also have two more evening classes to attend after I go home. I always wonder whether they can really keep concentrating in class," Ren said. The fact that everyone is following a similar tough schedule helps. They rarely stop and feel the pain from the long hours they work. "Six hours of sleep seems enough for me. My biological clock has got used to it," said Xu Weiting, a Senior 3 from Hubei Province. "I even enjoy my busy life. It makes me feel good." Xu thinks learning is more efficient if you can make time for your health. "I always do most of my homework in school so that I can easily finish the rest before I go to bed," he said. "Playing basketball and badminton also keeps me fit." Senior 3 students are not alone. Other lower graders also experience great stress, anxiety and worry from competition among classmates. These difficulties often interfere with their normal sleep patterns. "I usually drink a glass of milk to help me fall asleep," said Gong Jie in Jiangxi Province. The Senior 2 student doesn't attend evening classes in school but still studies until midnight.

In this decade, conservative estimates place necessary job creation within China at 90 to 100 million to take in the projected 40 to 50 million people released from agriculture, those from state-owned enterprises and town and village enterprises, as well as the new entrants to the labor force. However, other estimates have placed required job creation much higher—anywhere from 200 to 300 million. Already, effective unemployment is about 10%, and regardless of which figures are accepted, the creation of job opportunities is on the top of policymakers’ list of priorities.

Most jobs created have come from low-skill industries. But China’s share in services is smaller than would be expected for a country at China’s stage of development due to past policy biases toward industry and against the service sector.

Most new jobs will be in informal service employment and basic infrastructure services (construction, transport, telecommunications), retailing, tourism, and commerce. But many should also be in small, private high-value business services —such as marketing, logistics, distribution, financial, consulting, and management. And many should be in other professional services historically underdeveloped in China but critical in knowledge-based economies.

China’s fast growth has been possible thanks to shifts of workers and resources from low productivity agriculture to industry—and to very high rates of both domestic and foreign investment. But maintaining economic growth will be difficult with the drag of large, inefficient state-owned enterprises and a financial sector burdened with non-performing loans.

Furthermore, according to some rankings China’s international competitiveness is declining, so it needs to improve its productivity. Average worker productivity in agriculture is a mere 0.8% that in the United States; in manufacturing it’s 3.6%. Ironically, as China boosts productivity it will need less labor, exacerbating unemployment, unless there is increased demand for Chinese goods and services. A critical element of China’s new strategy will be to diversify its goods and services by taking advantage of new knowledge.

The narrator crashes in the desert and makes the acquaintance of the little prince. So I lived my life alone, without anyone that I could really talk to, until I had an accident with my plane in the Desert of Sahara, six years ago. Something was broken in my engine. And as I had with me neither a mechanic nor any passengers, I set myself to attempt the difficult repairs all alone. It was a question of life or death for me: I had scarcely enough drinking water to last a week.   The first night, then, I went to sleep on the sand, a thousand miles from any human habitation. I was more isolated than a shipwrecked sailor on a raft in the middle of the ocean. Thus you can imagine my amazement, at sunrise, when I was awakened by an odd little voice. It said:   "If you please-- draw me a sheep!"   "What!"   "Draw me a sheep!"   I jumped to my feet, completely thunderstruck. I blinked my eyes hard. I looked carefully all around me. And I saw a most extraordinary small person, who stood there examining me with great seriousness. Here you may see the best potrait that, later, I was able to make of him. But my drawing is certainly very much less charming than its model.    That, however, is not my fault. The grown-ups discouraged me in my painter‘s career when I was six years old, and I never learned to draw anything, except boas from the outside and boas from the inside.   Now I stared at this sudden apparition with my eyes fairly starting out of my head in astonishment. Remember, I had crashed in the desert a thousand miles from any inhabited region. And yet my little man seemed neither to be straying uncertainly among the sands, nor to be fainting from fatigue or hunger or thirst or fear. Nothing about him gave any suggestion of a child lost in the middle of the desert, a thousand miles from any human habitation. When at last I was able to speak, I said to him: "But-- what are you doing here?"   And in answer he repeated, very slowly, as if he were speaking of a matter of great consequence: "If you please-- draw me a sheep..."   When a mystery is too overpowering, one dare not disobey. Absurd as it might seem to me, a thousand miles from any human habitation and in danger of death, I took out of my pocket a sheet of paper and my fountain-pen. But then I remembered how my studies had been concentrated on geography, history, arithmetic, and grammar, and I told the little chap (a little crossly, too) that I did not know how to draw. He answered me:"That doesn‘t matter. Draw me a sheep..."   But I had never drawn a sheep. So I drew for him one of the two pictures I had drawn so often. It was that of the boa constrictor from the outside. And I was astounded to hear the little fellow greet it with, "No, no, no! I do not want an elephant inside a boa constrictor. A boa constrictor is a very dangerous creature, and an elephant is very cumbersome. Where I live, everything is very small. What I need is a sheep. Draw me a sheep."   So then I made a drawing.   He looked at it carefully, then he said: "No. This sheep is already very sickly. Make me another."   So I made another drawing.    My friend smiled gently and indulgenty. "You see yourself," he said, "that this is not a sheep. This is a ram. It has horns."   So then I did my drawing over once more.   But it was rejected too, just like the others. "This one is too old. I want a sheep that will live a long time."   By this time my patience was exhausted, because I was in a hurry to start taking my engine apart. So I tossed off this drawing. And I threw out an explanation with it.   "This is only his box. The sheep you asked for is inside."   I was very surprised to see a light break over the face of my young judge:   "That is exactly the way I wanted it! Do you think that this sheep will have to have a great deal of grass?"   "Why?"   "Because where I live everything is very small..."   "There will surely be enough grass for him," I said. "It is a very small sheep that I have given you."   He bent his head over the drawing:   "Not so small that-- Look! He has gone to sleep..."   And that is how I made the acquaintance of the little prince.

Anti-Kickback, Bribery

In the United States, and in many other countries, it is illegal to provide, offer or accept a kickback or bribe. A kickback or bribe may be defined as any money, fee, commission, credit, gift, gratuity, thing of value, or compensation of any kind that is provided directly or indirectly, and that has as one of its purposes, the improper obtaining or rewarding of favorable treatment in a business transaction. the Company’s policy on kickbacks and bribes is clear; they are illegal and are not allowed.

Foreign Corrupt Practices Act

Many countries, including the United States, have specific laws on conducting business with foreign government officials. Under the U.S. Foreign Corrupt Practices Act, for example, a company (including its shareholders, directors, agents, officers and employees) is prohibited from directly or indirectly offering, promising to pay, or authorizing the payment of money or anything of value to a foreign government official to win or retain business or favorable treatment. The above does not apply to any fees charged by government or non-government bodies as required by law or for provision of a required service.

Seven right financial steps for 2004

It has been a great year for investors. The Dow and the Nasdaq both soared to levels not seen in more than 19 months. Fed Chairman Alan Greenspan kept interest rates at historically low levels. And the economy showed signs of resurgence.

It's anyone's guess where the financial markets are headed in 2004. But whatever happens, financial planners say, there are steps you can take around New Year's to whip your finances into shape. Of course, not everyone's financial situation is the same. And a "sit-down" with a planner may be in order, especially for those nearing retirement. Still, there are some resolutions anyone can make to increase the likelihood of a profitable 2004. Here are seven to get you started:

1. Get serious about saving

You may not know it, but there are several ways to sock away money for a rainy day. The most popular method is funding an Individual Retirement Account or IRA. Since 1997, investors have had two main types of IRAs from which to choose - a traditional IRA and a Roth. Both now allow a $3,000 individual contribution per year ($3,500 if you are 50 or older). But a Roth is taxed immediately and grows tax-free. Which type is right for you depends upon your situation.

"I prefer the Roth for most of my clients who are in their 30s and 40s," says Annette Simon, a financial planner in Rockville, Md. "For them, it's a matter of a little tax savings now with a regular IRA versus a lot of tax savings later with a Roth."

Not every financial planner agrees. "The Roth is a promise of a future benefit," says Ric Edelman of Edelman Financial Services in Fairfax, Va. "I'd rather take the benefit now than the promise of a benefit in the future. I just don't trust the Congress to leave things unchanged."

Of course, there's another popular savings vehicle: the 401(k) and similar employee-retirement plans. "These tax-deferred retirement plans are a great way to increase your savings - especially if there is a company match," says Gary Ambrose, a financial planner with Personal Capital Management in New York City. "You should take advantage of any opportunities to increase your tax-deferred income."

2. Diversify your portfolio

Determining a proper mix of investments depends entirely on how conservative or aggressive you are and, especially, how close you are to retirement.

"We are all unique and we need to make decisions based on our own circumstance," says Joel Ticknor, a certified financial planner in Reston, Va. "But by diversifying your portfolio as widely as possible, it's the best way of dealing with the unknown."

If you're not certain how to allocate your money between stocks, bonds, and cash, many fund companies and retirement-plan sponsors have online questionnaires to help determine those ratios. Or try the Security Industry Association's investor website ( www.siainvestor.org ).

Once you determine the proper mix, you can take a closer look at your investments. For those who rely on mutual funds, the first of the year is an appropriate time to do this because funds will be reporting their year-end results.

For tax reasons, make changes to your holdings after Jan. 1. Do so before the end of the year and you risk having to pay capital-gains taxes on distributions a fund made earlier in the year. Shareholders of record at the end of the year can still be liable for those taxes. But this doesn't apply to retirement accounts, where taxes are deferred until you withdraw money.

3. Refinance your mortgage

This is the third consecutive year that most financial-resolution lists have included this advice. Mortgage rates, although up from record lows in June, remain at historically low levels. Refinancing a 30-year mortgage in which you're paying above 6.5 percent could save you a few hundred dollars per month and thousands of dollars over the course of the loan. The Federal Reserve has hinted that rates will remain low for the foreseeable future - at least until the threat of recession recedes and there is steady job growth in the US economy.

"Interest rates should remain unchanged through the middle of next year, but they can't remain this low forever," says Kevin McCormally, editorial director of Kiplinger's Personal Finance Magazine. "Homeowners should take advantage of this great opportunity to refinance as it may not come around again for a long time."

Refinancing is not always a good idea, however. Remember, refinancing will probably extend the term of your loan. So if you are 25 years into a 30-year mortgage, refinancing makes little sense. Also, if you plan to sell your home within two years, the closing costs associated with refinancing may not make the move worthwhile.

中国日报》是新中国成立以来创办的第一份也是目前唯一的一份全国性英文日报。作为中国改革开放的产物,《中国日报》深切认识到,在当今国际竞争加剧和国际交流日渐增强的背景-下,培养全方位、高素质的外语人才对中国走向世界、世界了解中国至关重要。1993年《中国日报》顺应广大英语学习者的呼声,在北京申奥之际创办了《2l世纪报》。这张以报道国际时事文化知识、指导英语学习为主的普及性英语周报,为中国人创造了更好的学习和使用英语的环境,同时也直接促进了对社会各界英语人才的培养。   1996年,中国日报社创办了"2l世纪杯"全国英语演讲比赛。这一旨在推动国内英语教学发展和中国人才现代化的比赛得到了国务院新闻办、国家教育部的大力支持。   近年来,随着其影响的不断扩大,"21世纪杯"全国英语演讲比赛已逐步发展成为我国英语教学界的一项重要的国际学术交流活动。大赛评委会的成员包括了国际上最主要的英语教学组织的语言专家和英美名牌大学的演讲教授,具有很高的权威性和国际水准。从2002年开始,在大赛期间同时举办国际英语口语教学论坛,特邀国际英语联合会(ESU)、美国教育考试中心(ETS)、英国剑桥大学考试委员会(UCLES)、国际英语教师协会(TESOL)等国际权威机构举办专长学术报告会,以更好地利用这项演讲竞赛活动推动我国的英语教学事业。   迄今为止,"21世纪杯"全国英语演讲比赛已分别在北京、上海、广州和成都等地成功地举办了七届,全国各大学积极选派学生参加。该项大赛组织周密、赛程严谨,被视为国内规格最高的英语口语竞赛活动,参赛选手的优异表现在国内外引起极大反响,体现了我国英语口语教学及应用的最高水平,已成为每年在英国举办的国际英语演讲比赛的国内选拔赛,获胜者将代表中国参加同年5月在伦敦举行的世界英语演讲比赛。   几年来,"2l世纪杯"全国英语演讲比赛成功地培养和推出了一批优秀的英语人才。首届比赛的获奖选手刘欣(现任中央电视台海外中心英语频道节目主持人)于1996年5月在伦敦举办的国际英语演讲比赛中脱颖而出,荣获冠军,受到国家教育主管部门和有关领导的嘉奖,轰动一时。1999年,获奖选手蔡力在国际英语演讲比赛中获得"最佳非英语国家演讲者"称号,并于同年9月赴澳大利亚悉尼参加国际英语联合会青年论坛,作为唯一的中国代表受到一致好评。2002年的获奖选手张勇在伦敦的国际英语演讲比赛中以其出色的表现又一次获得"最佳非英语国家演讲者",显示了中国选手的实力。   大赛从第六届起得到了爱立信(中国)有限公司连续三年的大力赞助。为了进一步推动高校英语教学和素质教育,同时也为了满足广大高校师生热切的参赛愿望,大赛组委会从第七届比赛开始扩大活动规模,增设了地区预赛, 将全国高校按东部、南部、西部、北部分为四大预赛地区。经过第一轮全国性的演讲征文选拔赛,每个地区评选出12所优胜学校参加本地区预赛。从中选拔出的前两名学校入围次年春天的决赛,与历届比赛中成绩优秀的高校组成的种子学校一起争夺决赛桂冠。   全国各高校对"2l世纪杯"全国英语演讲比赛均十分关注。七年来已有包括香港、澳门一流院校在内的全国三百多所重点高校参加了预赛和决赛。每年,各大学为选拔选手举行各种竞赛活动,包括校际预赛和地区预赛等。与国际接轨的比赛形式和以环保、文化交流等时代热点为主题的演讲内容,不仅为大学生应用英语参与国际交流提供了宝贵的机会,也促使他们更加关注中国和世界发展的热点问题,这对推动高校的英语教学和素质教育起到了积极的作用。决赛的前七名优胜者将获得去英国、澳大利亚和新加坡出国修学访问的机会,而其指导老师将被接收为美国国际英语教师协会(TESOL)和英国国际英语教师协会(IATEFL)的会员。   广大新闻媒体对于"2l世纪杯"全国英语演讲比赛给予了高度重视。社会各界关心教育和英语教学的组织机构对"2l世纪杯"全国英语演讲比赛也给予了热情的支持和帮助。
