国家药监局:武汉生物百白破疫苗不合格属偶发
7月31日,国家药监局新闻发言人就公众关注的武汉生物制品研究所有限责任公司(以下简称武汉生物)百白破疫苗介绍有关情况。

1.武汉生物百白破疫苗效价指标不合格是如何发现的,究竟是什么问题?

答:2017年,原国家食品药品监督管理总局中国食品药品检定研究院在国家药品抽检中发现,武汉生物生产的批号为201607050-2的百白破疫苗百日咳效价指标不符合标准规定,白喉、破伤风效价指标符合规定。有关信息已于2017年11月3日向社会公布。

经现场检查和企业回顾性分析,武汉生物该批次疫苗效价不合格的主要原因是分装设备短时间故障,导致待分装产品混悬液不均匀,属于偶发。

当年我举报干细胞治疗虚假到药监局,纪检人员接电话恶狠狠问:“你想干啥?你到底想干啥?”而不是首先问患者受到的伤害。

蒋锡培干细胞 奥思达的非法干细胞治疗 蒋锡培的干细胞之梦

央视曝光的无锡奥思达干细胞公司恰恰是犯了各种天下之大不违。

315节目中,无锡奥思达方面对暗访的记者宣称,该公司的干细胞产品主要治疗恶性肿瘤、心血管疾病,重大疑难杂症,以及抗衰老。"做过之后,眼睛就会特别亮"。
但随后的焦点访谈则爆出,昆明市民张英家庭在无锡奥思达公司的血泪遭遇:三年前,58岁的张英已经患有结肠癌晚期,经咨询后,无锡奥思达方面向张家进行推介:"一般的癌症根本没有问题。你这个病很有希望的,如果不来我们这里的就没救了。"同时告诉他们:"能治好。退一步说,最坏也可以带癌病生存,至少10年。"
结果,张英丈夫卖掉住了大半辈子的住房,凑得36万元,支付给无锡奥思达方面,用于三剂胚胎干细胞的注射。然而,短短三个月后,张英病情急转直下,最终去世。事后张英丈夫还欠下十多万元的外债。除张英家庭外,还有另一石家庄患者也向央视反映在无锡奥思达接受的干细胞治疗没有疗效。
2013年起拟定的《干细胞临床试验研究管理办法(试行)》核心指导原则之一是:"开展干细胞临床试验研究,不得向受试者收取费用,不得市场化运作,不得发布干细胞治疗广告。"

而无锡奥思达已经对干细胞治疗项目展开了大规模的市场化运作:每一剂12万元,最高18万元,年收入近亿,一分表格显示,2012年2月至6月,共有32人注射了123针胚胎干细胞。

正规的干细胞,是从试管中培养的未形成组织的细胞中提取,无锡奥思达工作人员在视频中称干细胞来源是"早期胚胎,两个月以内,一个是流产,还有人家不要的。"事实上,这种提取这种干细胞在国内是非法的,而且被禁止直接用到人身上。而无锡奥思达的方面的干细胞来源,实际上是从无锡某医院提供的流产胎儿身上获得。而且据中介介绍,上述提供给奥思达的流产胎儿,从未经过检验,不能确定事病死还是其它正常死亡。

《干细胞临床试验研究基地管理办法(试行)》主要指导原则之一:"干细胞临床试验研究必须在干细胞临床试验研究基地进行。"要想成为干细胞临床试验研究基地,需具备多种条件,核心之一:必须是三级甲等医院。

事实上,在无锡奥思达接受了干细胞治疗的张英家庭称,收到治疗费后,奥思达公司第二天把张英夫妇带到了无锡市滨湖区的一家社区医院(雪浪卫生院),在这里为张英进行胚胎干细胞治疗。从奥思达公司到雪浪卫生院,未向张英家庭提供任何治疗记录。

从上游的非法获取流产婴儿,到中间的非法宣传、高额收费,再到下游的社区医院的无记录行医,无锡奥思达暗地里已经形成了一整条极为严密的非法干细胞产业链。

据人民网报道,经央视曝光后,无锡当地已由卫生、工商、质监等部门组成联合调查组,进驻奥思达公司进行摸排调查。

蒋锡培的干细胞之梦

无锡奥思达及其干细胞业务,从2011年起,一直是蒋锡培在远东控股体系列反复宣传的一个项目,从旗下官方网站的各种讯息,已经可见一斑。

无锡奥思达全称是"奥思达干细胞有限公司"。工商资料显示,该公司成立于2009年5月20日,注册资本5000万元人民币,法定代表人周萱。

公司的主要经营范围包括:生物、生化制品的研究与开发;生物技术的开发、应用、推广及咨询服务;干细胞临床医学的技术开发、技术咨询、技术转让及推广应用服务;抗衰老技术的开发、转让、咨询;实验分析仪器、化学试剂的销售等。(上述经营范围中涉及专项审批的待批准后方可经营)。

关于干细胞的临床与试验,显然需要国家有关部门的审批。而当央视记者向无锡奥思达方面要求查看相关的保证文件时,无锡奥思达负责人表示:"从来没人找我们要过这东西。"

工商资料显示,在这家非法经营干细胞业务的公司背后,董事长兼总经理名叫周萱,而无锡首富蒋锡培目前仍是该公司的董事。

无锡奥思达公司总计有28名股东,其中包括26名自然人股东和2家法人股东。两家法人股东中,有一家赫然就是蒋锡培家族控股的远东控股集团有限公司。26名自然人股东中,有一名自然人蒋岳培,疑与蒋锡培兄弟是同一人。

知情人士对21世纪网透露,蒋锡培一直相信干细胞技术的神奇功效,2009年前后就想投资干细胞产业,远东控股最早接触的其实是一家注册地同样在无锡的博雅干细胞科技有限公司,但后来因为种种原因没能谈妥,接下来才投资了奥思达干细胞有限公司。

该知情人士表士,关于无锡奥思达的董事长周萱,有着留美的博士后背景,还入选为国家鼓励海外归国创新创业人才的"千人计划"成员。

从央视的曝光来看,无锡首富蒋锡培的投资的这个项目,目前已经突破了法律法规监管的红色地带。
