What is  the meaning of :  To paraphrase someone " IT'S BEEN A HOOT".  

As of the end of this month (March 31, 200) I will no longer be in the Wixom office.  I am taking early retirement.  But before I go I wanted to thank everyone for the last thirty years.  To paraphrase someone " IT'S BEEN A HOOT".  I have enjoyed my association with all of you and have learned a great deal from you.  And in some small way I hope I have enlightened you somehow in return.  I'm looking forward to a new kind of fun that lets me sleep late in the morning and not rush around to finish a presentation for the next meeting.  But I know in some ways I will miss the challenges and excitement of work ( but not a lot).  I wish you all well in your careers and thank you for being a part of mine.

hehe! In my opinion,the sentence means there is someone who is stupid and funny! Maybe it indicates that someone or something is useless and not very important !

My guess the right answer is :
something or someone amusing 有趣的人或事。
Probably the author hope that his impression in his colleagues is that he is a hoot.
Or Probably the author hope to express that his work or career is a hoot.
