业余时间，试着翻译专业文章。碰到几个难句，有谁能帮忙分析一下？

主体应该为it would be a violation for any portion,前面为条件,后面为修饰用的.

fall above 从句子上看是个词组，但不知何意。老外的文章定语极多，译文直译读来相当拗口.

我觉得to fall是filter的补语，可以理解成目的或者结果，大概是降低的意思。above是介词，引导the presumed ....一直到最后。

前后文的意思大概是什么呢？
