Are you studying the criminal law simultaneously?
I think English corresponding word of the term "管制" may be "surveillance".Do you think so?
Surveillance is one of the five principal penalties in the criminal law of our country. The other four principal penalties are detention, set term of imprisonment, life imprisonment and capital penalty.
In addition, there are three additional penalties in the criminal law. They are depriving sb of political rights, mulct and confiscating possessions. For foreign culprit, they can be sentenced to renvoi individually or additionally.

Thus, you can use the word "control". But it doesn't seem to be appropriate very much.
