I have sent an email to Replicor and asked about the clinical trial participation in India. Below is the reply from them:
"There is currently no plan to perform a clinical trial in India with REP9AC. We only accept patients with very high DNA count of virus (above 10millions copies / ml).
It is expected that it will take a few additional years before the drug reaches the market. "
Hope this will clear some of your doubts about when this will be available in market

The drug is still under development and is not yet available for purchase.
It will take a few years before it becomes available to patients. At this
time, only patients enrolled in a clinical trial can receive the drug. We
expect the drug to continue performing very well for patient with chronic
hepatitis B.
To enter the clinical trial, a patients must fit the inclusion and exclusion criteria on the study and be willing to live in Dhaka, Bangladesh for at least 6 months.
Your DNA count needs to be higher than 10 millions copies per ml of blood to qualify.

they are really looking for the worst hbv carriers to treat with no immune response and no response to all other drugs
i think they want to show that they have better response where all drugs are totally useless, this way it will be easier to get approval....even easier than showing hbv eradication on normal carriers
