Since you have foreigners arond you, it is not a matter of where you can practice your oral English, but a matter of character. I think it is a big problem for a shy person to get along with people around him/her.

Maybe you can go to a foreigner who looks kind to you and ask him /her directly whether you can have a talk with him/her. Before that you have to prepare some topics and questions so that you can find out if you share the same interests. If you have soething in common, you may have other chances to have further conversations. Even you can make friends with him/her. Once you have made friends with them you will have more chances to talk in English.
