The reason I asked this because in certain cities or certain places in the world, Nudity is not illegal. For example, nudity is semi-legal in Austin Texas & Europe. It’s not illegal in Austin for women to go shirt-free, or for men to wear only jock straps or thongs, but you can still get arrested for it.

I think being illegal and getting arrested are different. Here having drug is illegal, but normally he/she won't be arrested becaused of using drug.

Because they are out of the jail cells and lack of resources, if you sell drug or do something else illegal, you will be detained.

Yes. The drug sellers might be arrested, but drug buyers would not.
