To be responsible for the secretarial work, confidential work, archives, complaint correspondence, secrets
protection and security; to formulate annual legislation arrangements for the State Council; to be responsible
for the operation coordination of individual departments; to study the legislative work of the State Council and
major issues in the building of state legislative system and organize related academic exchanges; to be
responsible for the Office’s personnel affairs, labor payrolls, carders training as well as part of the logistic
administration work;
负责机关的文秘、机要、档案、信访、保密、保卫工作，拟订国务院年度立法工作安排，负责各司之间业务协
调工作，研究国务院的法制工作和国家法制建设中的重要问题，组织学术交流，负责机关的人事、劳动工资、
干部培训及部分后勤行政工作。

To study issues in the implementation of laws and administrative regulations involving common government
behavior norms in respect of administrative litigation, review, compensations, penalties, permissions, feecollections
and enforcement, and draft supportive administrative regulations, documents and response
opinions; to study the common issues in the administrative law enforcement in respect of administrative law
enforcement accountability rules and appraisal rules, and bring forward opinions on the improvement of laws,
administrative regulations and administrative law enforcement supervision system; to coordinate the
contradictions and disputes in the implementation of related laws and regulations among departments; to file
for records and review the local regulations, local people’s government provisions and State Council
department provisions, find out if they are in contradiction with the Constitution, laws and administrative
regulations, and whether in contradiction with each other, and bring forward opinions of solutions accordingly;
to collate and compile administrative regulations, put forward opinions on abolishment, invalidation and
modification of administrative regulations; to maintain the coordination and identification between different
administrative regulations; to edit official volumes of laws and administrative regulations to be published by
the state;
研究行政诉讼、行政复议、行政赔偿、行政处罚、行政许可、行政收费、行政执行等涉及政府行为共同规范的
法律、行政法规实施中的问题，起草配套行政法规、文件和答复意见；研究行政执法责任制度和评议考核制度
等行政执法中带有普遍性的问题，提出完善法律、行政法规和行政执法监督制度的意见；承办协调部门之间在
有关法律、行政法规实施中的矛盾和争议工作；办理地方性法规、地方人民政府规章和国务院各部门规章的备
案审查工作，审查其同宪法、法律、行政法规是否抵触以及它们相互之间是否矛盾，根据不同情况提出处理意
见。负责清理、编纂行政法规，提出行政法规废止、失效和修改意见，维护行政法规相互之间的协调、统一；
编辑国家出版的法律、行政法规汇编正式版本。
