大家好，

让我们继续努力，还会有第三封，第四封……直到取消乙肝标志物检测的那天

现在，这里是第二封英文信。大家可以把英文版的发给世界卫生组织及其他机构。把中文版的发给国内的相关媒体和组织。因为内容太长，所以内容分为上下两个部分：

(上) 中文翻译的信件（让大家了解这个信说的是什么）

（下）1 ）英文信件（请大家根据自己的意思修改，或者干脆自己写，我就是给大家一个思路。不要觉得自己英文不够好，能表达意思就行。感动别人的是真情，不是华丽的词藻！！如果不想改，可以复制粘贴后发送，即使内容一样也没有关系，表达的是心情）

3）我又借鉴了azhenxw朋友的邮件，加了以下的媒体。不过，说实在的我觉得有的媒体也不咋样，比如臭名昭著的CNN， BBC。他们对中国不友好，就希望中国不稳定。大家要和我们的国家和政府站一起，说服社会上的反对声音, 好好过日子，其他的不要掺和。那些媒体我觉得有的时候给中国使坏。大家斟酌着看吧。反正，我们是拥护祖国的，别一不小心，让那些坏媒体利用了。大家都要提高警惕性。我们只是为了解决受歧视的问题。没有其他的想法。没有电子邮箱的，大家受累贴上邮票发一下吧。只要把信打印出来，放信封里面发了就行。有的有记者的联系电话。
建议发信之前先打个电话问问，不能确定北京的地址是不是正确。大家不要浪费邮票。

Update (Aug. 15, 2009): Hepatitis B discrimination in China

Dear Madam/ Sir,
Appreciate for your time of reading our previous letter. We’d like to share the current situation and a real story with you. The critical matter whether cancel the mandatory Hepatitis B test is still pending. Your support in this fateful moment can save 130 million people’s lives. We do appreciate your understanding and help. Below are some information shared with you.

Information about Ministry of Health of the People’s Republic of China (MOH)
·Today is the hearing deadline of the policy which permits children of HBV carriers to enter kindergartens.

·On July 30, Mr. Cui Fuqiang, director of the office of viral hepatitis at the Center for Disease Control and Prevention of China said that the Ministry of Health would cancel the hepatitis B test in regular physical examinations. The next day, Mr. Haihua Deng, a spokesman of MOH, clarified that this was not an official statement but just an expert’s opinion. And then, MOH kept silent and postponed the news release conference which should be held on August 10 without any explanation. Comparing with massive media coverage, experts’ comments and hot arguments in Chinese society, MOH keeps silent till this moment.

·(Background Info) In 2007, the Ministry of Human Resources and Social Security of the PRC enacted the China Employment Promotion Law. The main objectives of this new legislation include promoting employment, establishing fair employment conditions, and banning employment discrimination. The penalty for employers who break the law is only RMB1,000 (about $143). The consequence of this law is employers began to reject HBV carriers for other excuses instead of hepatitis B.

·Why HBV carriers are still discriminated? It is because the mandatory HBV test in regular physical exams is not cancelled. This sort of test deprives carriers’ privacy and is the root of discrimination. Many experts and scholars indicate that the HBV test in regular physical exams is really unnecessary because carriers cannot infect others in daily contact.

·Why MOH does not cancel the mandatory HBV test no matter how much scientific evidence proved it? No official explanation. We understand it takes time to announce an official statement. We will appreciate for the timely response from MOH!

Voice from experts of infectious diseases

Many experts, scholars and doctors support to cancel the mandatory HBV test. Mr. Fuqiang Cui advocates canceling the HBV test. Mr. Hui Zhuang, a member of the Chinese Academy of Engineering, sent media a written explanation that HBV carriers cannot infect others in daily contact. Dr. Haodong Cai, the director in a top infectious disease hospital, calls on to stop the HBV test and discrimination in society. We cannot list all experts and doctors’ name here, but we are sure that professionals in the field of infectious disease support to cancel the HBV test. They are glad to educate the public in order to alleviate the HBV discrimination. We do appreciate these experts, doctors and scholars’ professional input!

Voice from media coverage
Mainstream media in China, such as People Daily, China Daily, Global Times, Sina.com etc., reported the news about HBV discrimination and arguments from the Chinese society. Some international media, such as Voice of America, New York Times, also published some related articles recently. Media reported the opinions from experts, voice from HBV carriers and the general public objectively. Some reporters tried to interview MOH, but failed. Hope media friends could let MOH hear carriers’ voice in the news release conference. We do appreciate for your help!

A real story in Haikou, Hainan Province:
Baobao is as cute as other kids expect she is a HBV carrier. She is five years old now but never has a chance to play or study in any kindergarten with other kids. Her mother Ms. Luo said that when Bao was three years old, she tried to find a kindergarten for her. However, no kindergarten accepted Bao because she is a carrier. Bao often asks her mother: “Mom, why I have to stay at home alone, but other kids can play in kindergartens?” Whenever Bao passes by a kindergarten, she is always begging:”I wanna play slides with other kids in the kindergarten…”
Your support can save these kids from the gray childhood. HBV carriers are not Hepatitis B patients. Please help us convince MOH to cancel the HBV test.

亲爱的女士/先生，

非常感谢你阅读了我之前的信件。现在，我想和你分享一下目前的情况和一个真实的故事。是否取消乙肝检测，这个关键的问题还在悬而未决的阶段。你在此关键时刻的支持可以拯救1.3亿人的命运。我们非常感谢你的理解与帮助。下面是我将分享的信息：

关于中华人民共和国卫生部的消息：
·今天是幼儿入托草案公议期的截至日。

·7月30日，国家疾控中心免疫规划中心病毒性肝炎室主任崔富强先生表示卫生部有可能在常规体检中取消乙肝检测。第二日，卫生部发言人邓海华先生澄清：是否取消检测只是专家意见，不是卫生部的官方观点。之后，卫生部一直保持沉默并推迟了原定于8月10日召开的新闻发布会。相对于大量的媒体报道，专家评论和社会上的热议。卫生部至今保持沉默。

·(背景信息) 2007年人力资源和社会保障部颁发了一部促进就业法。这部法律的主要目的是：促进就业，建立公平的就业环境和禁止就业歧视。对违反规定的企业罚金仅为人民币1000元（相当于143美元）。这部法律实施后的结果是，用人单位变相地以其他借口拒绝求职的携带者。

·为什么乙肝携带者至今被歧视？
因为在常规的体检中，强制性的乙肝检测没有被取消。这种检测剥夺了携带者的隐私，是造成歧视的根源。很多专家学者表示，常规体检中的乙肝检测非常没有必要，因为携带者在日常接触中不会传染他人。

·为什么卫生部在无论多少科学依据的证明下，仍然不取消强制性的乙肝检测？
没有官方解释。我们理解作出一个官方宣布是需要时间的。我们将非常感谢卫生部能够尽快反应。

来自传染病专家的声音：

很多的专家学者和医生支持取消强制的乙肝检测。崔富强先生倡导取消乙肝检测。中国工程院院士庄辉先生给媒体写了书面的解释，他表示在日常接触中，携带者不会感染他人。最好的传染病医院的主任，蔡皓东医生呼吁中国社会取消乙肝检测，停止乙肝歧视。在此，我们无法一一列出所有专家和医生的名字，但是我们确信，传染病学领域的专业人士是支持取消乙肝检测的。他们非常乐于教育公众以减轻乙肝歧视。我们非常感谢这些专家，学者，医生的专业见解。

来自媒体的声音：

海南海口市的一个真实的故事。
宝宝和其他孩子一样可爱，不同的是，她是一个携带者。她现在5岁了但是从来没有机会在幼儿园和其他的孩子一起玩耍，学习。她的妈妈罗女士说，宝宝3岁的时候，她试图给孩子找个幼儿园。但是因为宝宝是携带者，没有一家幼儿园接纳她。宝宝经常问妈妈：为什么别的小朋友能在幼儿园玩，我只能自己在家？每当路过一个幼儿园的时候，她总是哀求：我想和其他小朋友一起在幼儿园玩滑梯……
你的支持可以拯救这些孩子灰色的童年。乙肝携带者不是乙肝病人。请帮助我们说服卫生部取消乙肝检测。此致，

Hepatitis: What you should know

When reading a story about distress, some are moved by emotion, others are affected by numbers; whereas, many are indifferent to both. For example, in a newspaper, we can read about a plane crash and be saddened. We can actually see a vivid picture of the carnage, and be horrified. The unfortunate reality is that, we forget the subject within five minutes. With medical news, there is a tendency to distance ourselves from the subject because of fear. “If I do not know about it, it won’t hurt me.” Ignoring or failing to address the condition makes it worse for everyone.

Hepatitis is a little-publicized group of diseases, with Hepatitis B and C virus strains being the most destructive. In particular, the Hepatitis B virus (HBV) affects more that 400 million people worldwide (that is almost more than the population of Canada, the United States, and Mexico put together). It can be transmitted through DNA, blood-transfusion and other means. The illness can bring death through liver failure or liver cancer in a significant number of cases (An estimated 1 million people die each year from HBV and its complications, that is about two deaths each minute worldwide.)

The human cost is staggering. In China, if a child is born with HBV, he can expect a lifetime of misery. Before the child is even in kindergarten, he must submit to a government-sponsored, mandatory, non-confidential blood test. As soon as the result shows he has HBV, he is usually barred from the local school, with no possible means of appeal. The problem gets worse when the sufferer is forced to take another blood test as a condition to get into university. Again, the test is not confidential; therefore, anyone connected with the school can know the sufferer’s results. This encourages various departments to discriminate, and not allow the student to enter his chosen program. In some extreme cases, the university’s officers publicly throw the sufferer’s belongings off the campus. Assuming the sufferer surmounts the previous obstacles, he now is subject to the discrimination (both overt and covert) of the work sector. The blood test is public knowledge, therefore; because of the large stigma attached, employment opportunities are scarce. The scenario is worse in the public-sector. To compound the problem, most foreign multinational companies operating in China are given government consent to administer their own blood tests.

The reaction of society is always that of fear and intolerance. If a man wants to marry, and the girl’s family hears about his HBV, they frequently fight to stop the marriage.

Further, an individual wanting to migrate to a more advantageous city, needs to secure a permit, and this is dependent upon having a negative HBV result.

HBV envelops every part of the sufferer’s life. Everyday is a challenge. The sufferer has to constantly fight against depression and hopelessness. When he is a child, he feels he is different, unwanted and alone. The school does not want him, some parents keep their children away from him, and he learns to be secretive. The same happens in the university and workforce, making each day panic-ridden. Relationships are difficult to keep, and questions are frequently asked: The sufferer feels that everybody has the right to their own life except for him. His enemy is not the disease—it is human ignorance.

The cure for this disease might be years away, but the immediate relief can come from compassion, tolerance and understanding.

In China, the problem is (A) we suffer from Hepatitis, and, (B) We suffer severely from government, private sector, and personal discrimination.

In brief, in China, before a child even goes to elementary school, he/she is forced to take a blood test. If they test positive, they frequently are refused entry to school, college, university, and finally the work force. The stigma attached to it is horrendous! Many kill themselves, live lonely lives, and cannot reach their full human potential. We should like to submit this article to you for your consideration. As it is a subject of large concern, we gladly refuse any remuneration.

Our humble request to you is that you:

(A) Print our article(s), edit is as much as you wish (please inform us);

(B) If rejected, please send it back to us with your valuable comments;

(C) Please pass it on to others;

(D) If you are undecided, or would like us to restructure, please contact us.

This illness affects more than 400 million people worldwide; please allow us to get the word out through your publication.
